Effect this measure will have on costs and revenues of state government.

The stated purpose of this bill is to provide for a voluntary check-off program on personal income tax forms which allow taxpayers to designate an amount of a refund as a donation to support “West Virginia Military Family Relief Fund”. The bill provides that amounts received will be placed in a special fund which shall be used as grants to families of members of the West Virginia national guard and to residents of the state who are members of the reserves of the armed forces of the U.S.. According to our interpretation, passage of this bill would result in the creation of a voluntary check-off line on personal income tax returns for taxpayers who wish to contribute to “West Virginia Military Family Relief Fund ”. The new check-off may result in the voluntary contribution of a modest amount of funds for this fund. Passage of this bill would result in no additional administrative costs to the State Tax Department.

Explanation of above estimates (including long-range effect):

Passage of this bill would result in the creation of a voluntary check-off line on the personal income tax return for taxpayers who wish to contribute to “West Virginia Military Family Relief Fund ”. The new check-off may result in the voluntary contribution of a modest sum of funds for this fund. There would be no additional administrative costs for the State Tax Department.
