Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


Group Life Insurance of $400,000 at a monthly premium of $29 per National Guard Army and Air soliders on active duty in combat areas. Currently, we have 414 soldiers in combat areas; however, we have had as many as 2,000 soldiers deployed in combat areas. The total cost per year for 414 solidiers would be $144,072. (Computed: 414 soldiers X $348 premium per year) The total cost per year for 2,000 soldiers would be $696,000. (Computed: 2,000 soldiers X $348 premium per year)

Explanation of above estimates (including long-range effect):


The Personal Servcies category costs are a result of the expenditures being reimbursed to guardsmen for life insurance premiums. There are no estimated revenues because the bill does not establish any type of fee to generate revenue. The fiscal year 2008 total of $116,000 is the cost for May and June 2008 for 2,000 soldiers. The fiscal year 2009 total is based on the calculation above in the Fiscal Note Summary.



Memorandum


The estimate for this bill is contingent upon how you define a combat area because we have guardsmen in areas overseas other than Iraq and Afghanistan as well as here in the United States on border patrol and other areas. The current strength of the Army and Air National Guard is 6,759.
