Implementation of this proposed legislation wil cost $1,224,189 in FY 09 and future years based upon the minimum wage rate set forth in Chapter 12, Article 5C, Section 2. These costs include personal services costs and medicare, but exclude retirement as noted in the proposed legislation.

Explanation of above estimates (including long-range effect):
It is impossible to predict the exact cost associated with this bill due to the varied circumstances which dictate when and how many officers may be on call. In order to provide some reasonable estimate fo the expected cost, we have applied the number of detachments without 24 hour coverage (57) to the number of hours per day they are generally unstaffed (8 hours). Again, based upon circumstances which change from week to week and day to day, the number of detachments unstaffed for any portion of the day may vary and the number of hours per day that they may be unstaffed can vary greatly.

The WV Code reference for the minimum wage effective 7/1/08 is Chapter 21, Article 5C, Section 2, not Chapter 2, Article 15C, Section 1.
