Effect this measure will have on costs and revenues of state government.


This bill adds language to West Virginia Code §12-3A-7 to allow the State Treasurer to donate information technology which the State Treasurer would otherwise transfer to the Surplus Property Unit under the Purchasing Division, Department of Administration. The computers would be donated to political subdivisions and related organizations, educational facilities, nonprofit organizations and other public, charitable or educational entities or organizations in this state. The impact which this bill would have on the cost and revenue of the Surplus Property Unit would be minimal, due to the small number of computers which the State Treasurer retires on an annual basis.

Explanation of above estimates (including long-range effect):


Based on records of past three years for all assets retired by the Treasurer’s Office, the amount of computer equipment transferred to the Surplus Property Unit has been insignificant. The passage of this bill is expected to have little to no serious impact on the Surplus Property Unit’s revenue stream.
