Effect this measure will have on costs and revenues of state government.


Senate Bill No. 156, if approved, would amend 18B-10-7 and grant tution waivers to the children and spouses of National Guard and active militaty duty personnel killed in the line of duty. Current information reveals that about twenty five West Virginia active duty personnel have been killed during the Iraq conflict. It should be noted however, that the children of these are probably not of college age. The number of spouses that would take advantage of this waiver would not create a significant impact.

Memorandum


The language of the bill leasds one to believe that there would be no costs associated with the bill. "Each state institution of higher education shall permit any person to attend its undergraduate courses and classes if classroom space is available without charging such person any tuition or any fees..." therefore, no costs, assumes that institutions would only provide tution and fee waivers when space is available in the classroom.
