Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to allow employees to use paid accumulated sick leave for paid family leave to care for a family member. This bill does not increase the amount of sick leave that may be accumulated during employment but, rather, allows an employee to utilize their existing accumulated sick leave for family leave purposes after exhaustion of family sick leave, 40 hours, and accrued annual leave as defined by the Parental Leave Act. As there is no increase to the rate of sick leave accumulation for the employee there would be no increased cost associated with future benefits offered at retirement in exchance for accumulated annual and sick leave. There may be some slight future savings to state agencies that would result from individuals applying their sick leave for situations not presently available to them. Savings would result in fewer days allowable in computations for extended insurance coverage, PEIA, and increase in years's service, CPRB, at the time of retirement. To calculate what that savings may be would require an actuarial analysis to determine if the law change would cause an increase in the use of accumulated sick leave prior to retirement. It is not all together clear that the data to perform such a review is available. There would be no substantive fiscal impact to the Public Employees Insurance Agency.
