The passage of this bill will not generate any additional revenue for the State of West Virginia. However, the WV Regional Jail and Correctional Facility Authority may realize a minimal increase in cost during the fiscal year.

Explanation of above estimates (including long-range effect):
The WV Regional Jail and Correctional Facility Authority believes the cost of this proposal can be absorbed within existing resources, thus, an increase in the per diem will not be neccessary.
During the first and second year of this proposal, we anticipate 3 to 4 correctional officers will volunteer to relocate to an understaffed facility. Presently, the Regional Jail Authority has two facilites which are persistently understaffed: Eastern and Potomac Highland Regional Jails.
Whenever a correctional officer voluntarily transfers to an understaffed regional jail facility, the WV Regional Jail and Correctional Facility Authority will pay all reasonable and necessary transportation expenses, including the transport of mobile homes, actual incurred costs in moving of household furniture and effects of such officer and his or her immediate family not to exceed $5,000.00. The officer will also be given a relocation expense of $300.00 if the transfer necessitated the relocation of his or her family.
