Effect this measure will have on costs and revenues of state government.
This proposed legislation will not increase costs since it does not affect the effort involved in the sale and distribution of the permits. The permits are printed and provided by the Division of Motor Vehicles and are non-denominational.
During the past four fiscal years, permit sales has averaged 12,861. Using this average, the increased revenue per year generated by the increase from $5.00 to $12.50 per permit would be approximately $96,457.50.

Explanation of above estimates (including long-range effect):
Memorandum
The sale of these permits was initially assigned to the WV State Police before the Division of Motor Vehicles had multiple geographically distributed licensing centers.
It is our recommendation that the administration of one-trip permit sales be transferred to the WV Department of Transportation, Division of Motor Vehicles since they bear the majority of costs involved with this program. Under this scenario, the permit price could remain at $5.00 each since the WVSP would not have any administrative costs.
By doing so, the public would have "one-stop" shopping for most licenses and permits offered by the DMV.
