Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require the Department of Human Services to create a program to improve quality of care rendered to the substance use disorder population by applying automatic enrollment. The fiscal impact of this legislation is unknown at this time, however, the department assumes that the auto enrollment section of this bill is budget neutral, but will conduct an in-depth review and provide additional details in September presentation.

Memorandum


From a capitation rate perspective, there could be savings in future years as a result of the quality withhold program, if not all the withhold is earned back, but it is too early to know with certainty.
