Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to prioritize providing medical services to West Virginia Medicaid beneficiaries within West Virginia.
Current policy states that all Medicaid services must be received from a WV provider except in the following circumstances: some medical providers practicing within 30 miles of the WV border have been granted "border status," emergency treatment that is received while traveling or visiting out of state, or treatment received after prior approval from Medicaid.
Based on current Medicaid policy, the Department anticipates nominal costs relating to reporting changes to LOCHHRA that could be covered in current budget.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Memorandum
There are concerns that large health systems would have unique advantages in negotiating higher rates with managed care organizations due to this mandate. In addition, CMS approval would be required.
Workforce shortages impact the access and availability of inpatient, outpatient and specialty services in West Virginia. To address these professional shortages, the State must continue to financially invest in the education, recruitment, and retention of healthcare professionals and workers in order to reduce the number of West Virginians seeking care in contiguous states.
