Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to authorize model Community Health Equity Initiative Demonstration Projects which use existing state and local resources to promote community health and well being. The bill authorizes the Commissioner of the Bureau for Public Health to establish projects with eligibility requirements; and provides for the administration of projects. Additionally, the bill establishes the Minority Health Advisory Team including its composition and duties.
The Department anticipates costs could be covered by shifting contracted services (current expenses) to state staff (personal services)

Explanation of above estimates (including long-range effect):
Based on the proposal language and perceived responsibilities of the Coordinator, OCHSHP would recommend a Program Manager I position to serve in this capacity. Current average salary for a PM I is $62,024 plus fringes of $21,708 for a total of $83,732. Previous Office of Minority Health services were contracted through the Marshall University Minority Health Institute, but that agreement is no longer in place. Costs for the Program Manager I position could be covered by shifting appropriation from this previous contracted expense to personal services and move the position back to the Department.
Memorandum
Assumptions: The proposed legislation provides no funding source for this position, nor the community initiative awards that will be determined by the Advisory Team (Resources. A demonstration project may receive funding and other committed resources from government, nonprofit, private sector, and community organizations).
Additionally, the impact of evaluation requirements for community initiatives should be considered. Typically, evaluation is funded at 10% of the overall award. These costs would need to be anticipated and built into funding sources identified by the Advisory Team. Additional funding may be needed in future years to implement activities in the state plan and to implement the lessons learned from the demonstration projects and to support evaluation of programming moving forward.
