Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The bill would increase the cost to state government. The bill would require the WV Office of Technology and the WV GIS Technical Center to establish the clearinghouse. The cost to establish such a clearinghouse is unknown. WV Office of Technology estimates it could cost $500,000 to establish the statewide, map-based data hub that will become the clearinghouse through contracts for services and necessary infrastructure that may need to be purchased. These would be one-time costs for the establishment Additionally, the bill would require the WV Office of Technology to collaborate with the West Virginia GIS Technical Center on setting standards for GIS data use and conduct outreach on the use of the Clearinghouse. Because the WV Office of Technology has no expertise on GIS data, it would rely upon the expertise of the WV GIS Technical Center, and entity with expertise in GIS data in setting standards for GIS data. This would be accomplished at no cost. The bill also requires the CIO and the Director of the WV GIS Technical Center to do outreach and education for participation in the clearinghouse. This could be accomplished at no cost.

Explanation of above estimates (including long-range effect):


Collaborating with the WV GIS Technical Center to set standards would have zero cost. Additionally, WVOT can provide communication and a point of contact to state agencies that may want to participate in the clearinghouse at zero cost. The establishment of the clearinghouse would have one-time costs in contracting for services or necessary infrastructure to establish the clearinghouse, however, these costs are presumed to be shared with the WV GIS Technical Center. The amount is an estimate in that WV Office of Technology has no knowledge in what services or infrastructure may be necessary for the establishment of the clearinghouse.
