Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to allow county commissions to initiate collections for emergency ambulance services and to set a fee for those who refuse transport and to require insurance plans to cover special emergency ambulance service fees. PEIA’s understanding is this bill will allow for additional collection methods of the “special emergency ambulance service fee”. The additional methods include submission to the patient’s insurance provider and claims against the patient in magistrate court and judgment lien. The bill also creates a new “special emergency ambulance fee” that PEIA understands to be a different fee. This fee of $300 is to be charged when a patient refuses transport to an emergency department. It is to be billed to the patient’s insurer and sets the cost sharing for the patient, regardless of existing cost sharing arrangements of their policy, at $50 or $100, depending on whether service was rendered.
