Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. It is estimated the total cost will be $250,000 for the initial programming and development with an annual cost of $25,000 for adjustments and administrative costs.



Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The proposed legislation provides for the creation of a management information system for performance metrics that will complement the upcoming anticipated federal performance standards. The West Virginia Division of Highways (DOH) has already implemented this Federal Program with the approval of DOH Transportation Asset Management Plan (TAMP). DOH has also established a "Performance Management Division in Central Headquarters and "Data Management Units" within each of our ten (10) Districts. DOH has also greatly expanded our "core" maintenance annual reviews. In summary, this legislation addresses systems that are already in place within the DOH. It is also important to note that the audit report mentioned in the proposed legislation was was submitted in January of 2016. This 8-year old report does not take into account the additional changes that came with the Governor's Roads to Prosperity Program and reporting requirements. The proposed legislation also states that the Commissioner must report annually to the Joint Committee on Infrastructure, regarding the Division's compliance with the requirements of the legislation on October 1, of each year, which would be reporting on the previous fiscal year. Again, the measures presented in this proposed legislation have been in place since the start of the Governor's Roads to Prosperity Program and continued to expand.
