Explanation of above estimates (including long-range effect):


The total estimated cost to the State under the Public-School Support Plan (PSSP) for the proposed legislation is $4,217,330. The proposed legislation provides a four-step salary increase to certified special education teachers and aides in self-contained classrooms. The total estimated cost under PSSP by step is as follows: Step 1 for professional educator salaries - $2,056,824 Step 2 for service personnel salaries - $1,502,705 Step 3 for fixed charges - $293,305 Step 6 for substitute costs - $88,989 Retirement - $275,507 The total portion of the overall additional cost attributable to professional educators is $2,436,925, and the portion attributable to service personnel is $1,780,405. Please note, county boards of education will incur additional costs for personnel employed in excess of funded, personnel employed in positions not eligible for state aid funding, personnel employed using other funding sources such as state or federal grants, and extended employment terms for professional personnel. Those additional county costs are not included in the above estimates. The West Virginia Consolidated Public Retirement Board (CPRB) should also be consulted to obtain information relating to the additional cost, if any, to the State due to the impact of the proposed salary increases on the unfunded retirement liability of the Teachers' Retirement System (TRS). Finally, this cost estimate does not assume the passage of other legislation that may impact the PSSP, resulting in an increased costs for the pay increases provided in this bill.



Memorandum


The use of the term “full-time” when referring to aides working in self-contained classrooms may be problematic due to some county boards of education integrating special education students who would normally be in self-contained classrooms into regular education classrooms for a portion of the day. In these instances, the aide wouldn’t truly be in a self-contained classroom on a full-time basis. The use of the term “aide” when referring to the service personnel serving in self-contained classrooms would exclude Paraprofessionals, Educational Sign Language Interpreters, Sign Support Specialists, Braille Specialists, and Autism Mentors who could potentially be working in self-contained classrooms. The bill sponsor should consider whether the intent is to exclude these positions.
