Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create an information sharing child welfare system. The Department anticipates an implementation impact in first year of $7,500,000 with potential split of $6,450,000 federal/$1,050,000 state. (see Fiscal Note Detail Explanation). The Department anticipates $250,000 in ongoing costs annually, split 50/50 federal/state, thereafter.

Explanation of above estimates (including long-range effect):


Child Welfare Communications Vendor (TBD- put out to bid) - $2M (Implementation plus operations) Optum Applications Process Interface - $2M (Implementation) HIE (Medical Record Interface) - $500K (Year 1 - Implementation plus operations)/ $250K (Year 2 and beyond - Operations) The above estimates were based on requesting implementation/operating costs from a potential Child Welfare technology vendor (PATH vendor) and the Department's current Health Information Exchange vendor. The Department does not have quantifiable costs for interfacing with Judicial or Prosecuting Attorneys computer systems; best estimate would be approximately $3M for year 1. The estimate for the fiscal note - $7.5M (Year 1) and at least $250K future years. Until a vendor is obtained any additional future costs are not able to be estimated. If Department receives federal approval of advanced planning documentation for system development, the implementation costs of 7.5 million could qualify for a federal/state split of 84/16 if APD approved by the feds, or $6,450,000 federal/$1,050,000 state. This split is based on the current approved split for the PATH implementation. Ongoing costs of $250,000 could qualify for a 50/50 federal/state split.

Cost estimates do not include personnel costs associated with a help desk that would be responsible for assisting foster parents and other stakeholders with obtaining access to the child welfare system.
