Effect this measure will have on costs and revenues of state government.


Pursuant to WV law, spending units are required to report their buildings and leases in wvOasis. 170 spending units currently report that they own or lease space in 5,309 buildings, of which 4,566 are state owned, and 743 are leased. These buildings include warehouses, guard shacks, parking garages, storage sheds, dormitories, maintenance buildings, hospitals, rest areas, office buildings, and state parks, among others. The Real Estate Division (RED) and General Services Division (GSD) do not oversee a significant majority of these buildings. Instead, individual spending units (departments, divisions, and other agencies) self-report data regarding leased and owned property information to wvOasis. Agencies report the number of buildings they own or lease in wvOasis. GSD and RED have access to information for only a small fraction of the 5,309 buildings that the various state agencies lease or own. Each of the following cost estimates assumes a 10’ x 10’ room, or 100 sq. ft., will be constructed or renovated at the current average construction and renovation rates. It is impossible to determine a building’s individual needs. These calculations assume the intent of the legislation is to require that each state building and leased space must provide a separate room with an electrical outlet, a locking door, and permanent walls. The use of this room would be dedicated exclusively to lactation services. It may not serve dual purposes. Assuming all leased buildings will require an additional 100 sq. ft., with rental costs averaging $13.64 per sq. ft., the average increase in cost per lease is $1,364. Multiplied by 743 buildings, the total is an additional cost of $1,013,452 per year (100 sq.ft. x $13.64 X 743 buildings). Not all state buildings (e.g., rest areas) have space available to designate a room. These buildings would require an external build. The price to build one exterior room is $37,000 (100 sq.ft. x $370 per sq.ft. = $37,000). The cost to build a room onto each of the 4,566 buildings would total $168,942,000. Assuming all state owned buildings would require renovation of an existing room or creation of an internal room, the cost would be $59,358,000 (100 sq.ft. x $130 X 4,566 buildings = $59,358,000).

Memorandum


It is unclear if the intent of the legislation is to require each building and leased space to provide a separate lactation room, dedicated exclusively to expressing milk or nursing.
