Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This legislation, in its current form, will not only have fiscal impact on the WVDE, but will also have fiscal impact on the various county boards of education. The WVDE currently has 662 full-time and part-time employees. As of October 1, 2023, there were 38,412 full-time professional and support individuals employed statewide by the county boards of education not including substitutes, volunteers, etc. The WVDE does not have the data necessary to calculate how many employees may be hired by either the WVDE or the county boards of education in a year; therefore, the WVDE cannot formulate an accurate response to this fiscal note request. Please note, the current cost of a drug test being utilized by one county board of education is $37.25.
