Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. H.B. 5176 proposes a salary increase for all Office of Miners' Health, Safety and Training mine inspectors in the amount of four thousand dollars ($4,000.00). The proposed raise is to become effective upon the date of passage of the bill. The bill does not contain a new revenue source to offset the additional cost that will be incurred to make these proposed raises available to the agency's mine inspector work force. The agency currently employs ninety-nine (99) full-time mine inspectors and has twenty-one (21) full-time mine inspector vacant positions available for hire and lacks the funding to meet this new obligation. To fund the proposed raises if the bill passes, the agency will need an additional budget appropriation in the amount of four hundred seventy-eight thousand four hundred dollars ($478,400.00).

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. H.B. 5176 proposes a salary increase for all Office of Miners' Health, Safety and Training mine inspectors. This raise would result in an increase in the amount of four hundred seventy-eight thousand four hundred ($478,400.00) in personal services which would remain a constant cost in future years.
