The West Virginia Division of Corrections and rehabilitation currently does not have a position of Ombudsman. This legislation would create the position. The Division of Personnel currently has an ombudsman classification.

Explanation of above estimates (including long-range effect):


This legislation would provide for new position to be created as an Ombudsman. Currently we do not have this position within the agency. WVDOP does have this position within state government and the market salary is $80,916 plus 40% benefits at $32366 for a total of $113,282. The position would also require an Office Assistant and that salary would be approximately $50,000 to include benefits. Total additional personal cost would be $163,282. Equipment for this position is estimated to cost and additional estimated $65000 to include an automobile, fuel expense, (2) desks, (2) laptops, cellular phone, and office supplies. The agency would provide office space and should not be an additional expense. Total estimated costs are $228282. Personal Service costs, fuel, phone service would all be an ongoing yearly cost. Automobile repair, maintenance are all subject and cannot be estimated what the yearly expense would entail. Vehicle replacement may be dependant on use and/or lease agreements. Generally vehicles are not subject to replacement for (5) plus years. Depending on mileage and wear on the vehicle.

This is a new position that would require the creation of (2) positions within our agency. The above are estimates to the best of my knowledge. Inflationary trends vary the costs year to year with the purchase of vehicles, phones, computer equipment, fuel and office supplies.
