Explanation of above estimates (including long-range effect):
This bill requires telemarketers making unsolicited phone calls to ensure the area code and point of origin appear in a phone’s caller identification, and failure to do so would be a violation of the Consumer Credit and Protection Act. It is unknown whether there would be noncompliance and, if so, to what degree. The above estimates reflect these unknowns and uncertainties. In the event that there are noncompliant telemarketers and such violators are able to be identified, there would be investigation and litigation expenses, and such costs could be considerable in some cases.
