Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The State Board of Education’s budget is limited to one executive secretary employee to assist with the functions of the board. All programs, duties, etc. are delegated to the West Virginia Department of Education (WVDE). This legislation, in its current form, will have fiscal impact on the WVDE. Specifically, the legislation requires all high school students to pass the test prior to graduation; therefore, the test will have to be provided in an online format to accommodate virtual students and have the capacity to accommodate various student needs, including text to speech, etc.

Explanation of above estimates (including long-range effect):


The WVDE will incur the greatest expense in the first year due to the process associated with collecting bids, implementing the online format for student access, and training test administrators. The WVDE expects to incur approximately $95,000 to $175,000 annually to maintain the online testing platform.



Memorandum


Although students are currently required to take a citizenship exam, they are not required to pass the test; therefore, schools can utilize local platforms without accommodations. Typically, teachers provide classroom accommodations including reading aloud, etc. to assist students during the examination. Because this legislation requires students pass the examination as a graduation requirement, the test will have to be administered with the same accommodations as summative assessments.
