Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create a special license plate for 100% disabled veterans. The Division estimates that programming costs for the cash register of $2,990 (26 hrs. X 115/hr.). The average cost of similar plates is $7.55. Assuming the Division has 100 plates made the cost would be $755 ($7.55 X 100). Total Current expense in the first year would be $3,745 ($2,990 + $755). The bill establishes a $10 initial application fee, a $15 annual fee, as well as all other fees required by §17A-3-14. However, no revenue is included in this note because the Division already has a special plate for 100% disabled veterans established by §17A-3-14(c)(6). As the existing plate has fewer fees associated with it, it is not anticipated that veterans will purchase the more expensive plate.
