The Court is unable to determine the volume of possible home-rule appeals under the bill as drafted, however the Intermediate Court currently handles a wide range of administrative appeals. We believe the additional cases would be handled within the existing structure. Therefore, no fiscal impact is expected on the Court.

Explanation of above estimates (including long-range effect):
The Court is unable to determine the volume of possible home-rule appeals under the bill as drafted, however the Intermediate Court currently handles a wide range of administrative appeals. We believe the additional cases would be handled within the existing structure. Therefore, no fiscal impact is expected on the Court.
Memorandum
The bill currently makes the Intermediate Court of Appeals the "trier of fact" for these actions. The Intermediate Court is an appellate court and is not structured to be the trier of fact in any action. Hopefully, this inconsistency will be addressed as the bill proceeds through the various committees.
