Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to remove the fees for license plates, vehicle registration, operator's licenses, registration, and inspection fees for volunteer fire fighters.
This fiscal note is submitted to illustrate the fiscal impact of the bill as it relates to§17A-3-14, §17A-10-8 and §17B-2-1 of the Code of West Virginia, as amended in 2023.
The Division estimates it will take 144 hours of programming on the cash register system at a rate of $125 per hour. Total current expense of $18,000 (144 hrs. X $125/hr.).
The bill removes the $50 annual registration fee which would result in a reduction of revenue of $400,000 (8,000 X $50). The bill also removes the $7 per year ($5 per year D/L and $2 prorated Real ID Fee) driver’s license fee for all 8,000 volunteer firefighters producing a reduction of Driver License revenue of $56,000 ($7 X 8,000). Total reduction of revenue would be $456,000 ($400,000 + $56,000).
