For the Division of Highways (DOH), this bill has the potential to increase costs because the DOH would be responsible for review of the engineering drawings, field inspections, and various other activities.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. This bill would require DOH engineers to review drawings and ensure these projects are constructed to required standards. This would require approximately 80 hours per project for the review and possibly more if additional oversight is needed. The estimated cost shown assumes one project per month for 12 months.

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. ยง11-13NN-5(d) states that the Secretary is authorized to certify no more than $100,000 of expenditures for road or highway infrastructure improvements as eligible for the credit provided in this article. The Secretary shall keep track of the total expenditures approved and will cease accepting applications once the expenditure limit has been reached. To provide insight on the cost of a typical highway project, the following estimates were provided: Approx. One mile of resurfacing on a two-lane road - $200,000 Approx. Ditching cost per mile - $7,500/mile Approx. Construction of a two lane road - $1,000,000/mile
