Memorandum

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. Without a clear definition of "non profit organization" it would be difficult to estimate the potential decreases in revenue. Currently, this data is not tracked because most outdoor advertising is owned by a parent company who charges the client for use of the bill board and the owner submits payment and application to the DOT, not the client.
