Effect this measure will have on costs and revenues of state government.


This proposed legislation, in its current form, does not have any fiscal impact on the WVDE; however, it will have fiscal impact on the county public school systems. Statewide, this legislation is expected to affect 15 schools in which county public school systems will be required to provide free meals to all students through the Community Eligibility Provision at an estimated cost of $1,361,371. Please note that when all meals are free at school, meal participation is likely to increase which will reduce this cost over time as more students choose to participate in school meals. The cost has increased from the 2023 calculation due to a change in Federal regulation allowing a BOE to include schools with a lower needy percentage. This change resulted in both Berkeley and Putnam having the ability to bring all schools into the CEP program, increasing the estimated cost. This change caused Putnam to add an additional 9 schools to CEP midway through the 2024 school year.
