Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to provide easier access to contraceptives and sterilizaton services. The Department estimates an increase in costs due to loss of medication dispensed for a prolonged period of time, required changes in therapy and replacement costs for alternative medications, and discontinuation of medication due to adverse side effects. At the present time, members can receive a 3-month supply of oral contraceptives and only 20% of those claims were for a 3-month supply. Total projected costs = $301,000 (state portion $78,546).

Explanation of above estimates (including long-range effect):


Only the cost of the drug is included in the calculation of increased costs. A 12-month supply would result in a 10% replacement cost due to waste and replacement costs of alternate therapies and discontinuation of therapy. An increase in oral contraceptives expenditures of 10% (SFY23 oral contraceptives total = $3M) is being projected based on experience with medications being lost/stolen and overall changes in therapy. In addition, technology systems updates are projected at $1,000. Calculation - $3Mx10% = $300K + $1K = $301,000 x 26.095% = $78,546 (state) + $222,454 (fed).
