Effect this measure will have on costs and revenues of state government.
This bill places significant new and ongoing responsibilities on the Attorney General regarding the process for assessing and confirmation a telecommunications carrier achieves/maintains Eligible Telecommunications Carrier status, as defined in the bill. This measure further directs the Attorney General undertake other efforts related to this process, including enforcement actions and efforts to decertify a violative carrier from Eligible Telecommunications Carrier status. Any actions taken pursuant to these directive would lead to direct increases in expenses of the Office.

Explanation of above estimates (including long-range effect):
The numbers recorded above reflect the potential impact of this bill as developing new internal processes to satisfy the bill’s directives, as well as new investigations and civil actions to be conducted by the Attorney General’s Office regarding enforcement and decertification. Depending on the number of administrative applications, reviews, reporting, investigations, and enforcement and decertification litigation, the cost to the State in terms of increased expenses could be considerable and in excess of the above estimate. However, such actions also bear the potential for some recovery in the form of fines, as reflected in the estimates of potential future revenue.
