Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to exempt nonresident landowners, their parents, and children from fees associated with hunting, fishing, and trapping licenses.
From a 2020 survey of WV Deer Hunters, we estimate that approximately 5,305 nonresidents hunt on land they own. The DNR estimates at least $894,006 of hunting and fishing license revenue will be lost due to providing these free privileges. Additionally, approximately $115,137 of Federal Aid reimbursement will be lost due to the reduction in the number of licensed hunters in West Virginia.
If fully implemented, it is estimated that this bill would result in an expected minimum loss of $1,009,144 in revenue each year.
The anticipated reduction in revenue will result in the need to reduce the number of Natural Resource Police Officers by at least four full time positions.
