Effect this measure will have on costs and revenues of state government.


Unfortunately, the WVDE is unable to provide the estimated cost of this proposed legislation. The WVDE does not have a mechanism to estimate the number of fully qualified STEM teachers that would participate; however, the WVDE can provide the number of current certified math and science teachers. Information regarding student loans is confidential; therefore it is not possible to provide the number of STEM teachers with student debt. Additionally, the WVDE cannot provide a cost estimate since the proposed legislation does not address the entity or person responsible for the cost of courses once enrolled in the institution of higher education. If it is the Legislature’s intent that the cost be paid by the participant, there would be no fiscal impact for the State.

Unfortunately, the WVDE doesn’t have the information necessary to determine the possible fiscal impact on the State.



Memorandum


There are more than 7,000 teachers who may qualify for this program based on the information that we collect and are able to query. This number includes: 1) Teachers who teach at least one math or science course and are endorsed to teach that course; and, 2) Teachers who have a valid professional teaching certificate. WVDE does not have access to the following data: 1) If a teacher has a master’s degree in education. The WVDE can determine if teacher has master’s degree but cannot specify if that master’s degree is eligible under the bill requirements established in this proposed legislation. 2) This query does not include teachers who teach courses in Engineering and Technology. The Legislature may want to further define which courses are included in the definition and endorsements section. 3) The WVDE does not have data on teachers who have completed 5 years of employment in STEM content areas. 4) The WVDE does not access to confidential data relating to education debt Please note, based on 7,000 teachers identified potential funding is estimated to be at least $70,000,000. However, this number does not include potential engineering and technology teachers so if the Legislature decides, by amendment to this proposed legislation, that those teachers should also qualify for this incentive, the estimated cost of implementation would increase.
