Effect this measure will have on costs and revenues of state government.


House Bill 2279, if enacted, would grant in-state resident status to economic development participants in order to determine the rate of tuition to be charged for attendance at state institutions of higher education. No additional state appropriations would be required. Any financial impact would occur at the institution level and would be the difference in revenue generated by the institution from collecting in-state versus out-of-state tuition. We are unable to estimate how many students would be impacted by this bill, but we believe it’s fiscal impact on each institution would be negligible.
