Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The introduced version of this proposed legislation will have minimal fiscal impact on the West Virginia Board of Risk and Insurance Management (BRIM),as it contemplates a study on the legality and feasibility of the medical schools participating in a self-insurance or private insurance plan for medical malpractice. An actuarial risk study is obtained by BRIM on an annual basis. As an addendum to the annual study, at an approximate $10,000 cost, BRIM can obtain an analysis of the financial impact on the state's risk and insurance management program in the eventuality the medical schools are allowed to self-insure and/or participate in a private plan.
