Memorandum
S.B. 439 would not have a fiscal impact on the Solid Waste Management Board because it requires no additional responsibilities or duties to be performed by the Solid Waste Management Board. Based upon 22C-4-23.(18)(B) in the Bill, counties with decennial population increase of over 15% based on the Bureau of the Census of the United States Department of Commerce include Berkeley, Hampshire, Hardy, Jefferson, Morgan, Monroe and Putnam. Therefore, it appears that only the solid waste authorities in these counties would have any fiscal impact.
