Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to provide health insurance coverage under the Public Employees Insurance Agency for long-term substitute professional educators. The bill also ensures that newly employed long-term substitutes participate in teacher mentor and orientation programs. In addition, long-term substitutes that work more than 133 days in a school year are granted permanently employed professional personnel status for the purpose of filling vacancies.

Explanation of above estimates (including long-range effect):
Since the PEIA allowance under the Public School Support Program is only for the personnel authorized to be funded through the formula (and substitutes are not authorized for funding), the estimated cost of this proposal of $9,375,513 would have to be borne by the various county boards of education.
