Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The legislation for the Center for Nursing (Center) passed during the 2004 Legislative Session. The Center will not use any money from the State Budget nor any State Funds. The bill included language requiring the West Virginia Board of Licensed Practical Nurses (Board) to collect a ten dollar ($10.00) supplemental fee from licensed practical nurses to fund the Center.
Senate Bill 259 will not have a fiscal impact on the Board. The Center will be able to accept donations, grant money and federal dollars to supplement the budget. The Center is housed in the Higher Education Policy Commission and is not under the jurisdiction of this Board.
At this point, the Board's direct relationship to the Center is as the conduit for the collection of revenue and passing along this revenue to the appropriate fund for the Center. The budget effects to this agency are neutral.

This is a new entity, therefore there are no increases or decreases noted. There is no fiscal impact to this Board.
Memorandum
This bill will not have a fiscal impact on the State budget as the funds are being obtained through a $10.00 additional assessment on the renewal fee for the RN and LPN license.
