Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
This bill will establish base pay parity between conservation officers and state police officers with similar rank and time in service. By comparison, there are four levels in the conservation officer pay structure that are not shown in the state police pay structure. By the same token, there are two ranks in the state police structure that are not in the conservation officer structure. The cadet/conservation officer in training are different in that the conservation officer is paid $27,144 and the cadet is paid $25,272 for the 1st six months and $$30,108 for the next 6 months. This fiscal note splits the difference and will pay the conservation officer $27,190 until the second year. The current pay levels of Senior Conservation Officer (6 to 10 years), senior conservation officer (11 to 15 years) and senior conservation officer (16 years) slightly different increases to bring them up to the state police level of . See pay scale in §§20-7-1c and 15-2-2(d).
There would be no further initial costs by passing this bill unless and until the state police received an increase in salary (Base Pay).

Explanation of above estimates (including long-range effect):

This bill will require all future across the board pay raises to come from the general fund of the state as does the state police pay raises. Agency funding sources are inadequate to pay for raises.
