Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to develop a pollinator protection program, which would be advised by a stakeholder group. This program will develop a plan to support pollinators by mitigating damage from invasive plants, encouraging/supporting pollinator habitats on private and state lands, and promoting pollinator education. The Division of Natural Resources (DNR) is tasked with assisting the Department of Agriculture (DOA) in developing the program. As the bill is focused on pollinators and invasive species and encourages work on private lands, the DNR's Pollinator Specialist and Private Lands/Invasive Species Specialist should be the DNR's representatives assisting the DOA. Both of these positions are classified as Wildlife Biologist 3's, and associated costs from the bill will come from their work hours and travel expenses.

Explanation of above estimates (including long-range effect):


The annual cost is based on two Wildlife Biologist 3's (WB3) spending 32 hours each annually for work on the program along with their travel expenses. The average WB3 salary plus benefits is $44.08/hour, bringing personnel costs to $2,821.12 ($44.08 x 2 x 32). The estimated annual travel cost for the two WB3s is $800.
