Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The purpose of this legislation is to establish an animal abuse registry. The West Virginia State Police would be required to maintain a centralized registry of individuals required to register as animal abusers. The estimated fiscal impact to the West Virginia State Police is $413,290 in the first year, with recurring annual costs of approximately $110,790 thereafter.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. This legislation would require the addition of one Registry Analyst with benefits @ $60,790 Contractual expenses of approximately $100,000 would be incurred for workflow creation and Livescan work. Approximately $250,000 for the registry to be part of (CCH)Computerized Criminal History (the system used to view criminal history records and update dispositions. $2,500 for Computer/dock/monitor/scanner An estimated $50,000 for annual maintenance costs for system There are currently approximately 1,000 convictions associated with the criminal statutes referenced in the bill, with an estimated 50 additional convictions occurring each year. The legislation would apply both retrospectively and prospectively. Based on a $125 assessment per conviction, projected revenue in the first year could total up to $131,250 (1,050 convictions × $125). In the second year, the total number of individuals included in the database is projected to increase cumulatively to approximately 1,100 convictions, resulting in estimated total revenue of $137,500.
