Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the designation "NC" on all lawful noncitizens’ driver’s licenses, identification cards, and temporary identification documents issued by the Department of Motor Vehicles for voter identification purposes and to ensure that all such licenses and identification cards issued are distinguishable from those of citizens’ to ensure noncitizens are not capable of utilizing such documentation to vote.
There are approximately 45,000 people who would qualify as lawful noncitizens who have driver’s licenses and identification cards issued by the Division. As their licenses expire they would be issued the new NC license upon renewal. This means the Division’s revenue would remain unchanged.
In the year of implementation the expenses will include the design, setup, and integration of the NC Non Citizen Driver’s License and ID card into the current driver licensing system at $50,000, programing the cash register to accept the payments $17,500(140 hours X $125), card cost $6,375(850 cards X $7.50), employee training $5,000, and training materials $1,000.
The ongoing expenses for this bill will consist of the card cost fee at $6,375(850 cards X $7.50).
