This proposed legislation grants full-time employees of county boards of education three months of paid leave following the birth of a child or the placement of a child in the home through adoption or foster care. The total estimated long-term substitute cost to the county boards of education under this proposed bill is $6,950,380. Explanation of above estimates (including long-range effect):
The estimated long-term substitute cost to the county boards of education to grant full-time employees three months paid leave following the birth of a child or the placement of a child in the home through adoption or foster care is $6,950,380. Based on a survey sent to county boards of education requesting the number of parental leave absences taken during the school year 2025, 511 full-time employees took parental leave. The estimated cost assumes that all parental leave instances would result in a substitute being hired for the full three months of leave. Three months of paid leave was assumed to be 12 weeks or four weeks per month. The cost could vary drastically from year to year.
