Effect this measure will have on costs and revenues of state government.
The Division would be required to administer the Rural Mobility Grant and Innovation Program, which would function very similarly to the Department’s Multimodal Division, allowing use of Section 5311 funds, state appropriations and other funding sources to be used to expand access to transportation in rural areas of West Virginia.

Explanation of above estimates (including long-range effect):
The Department of Transportation, Division of Multimodal Transportation Facilities currently operates with its line-item budget for Personal Services and Employee Benefits for 2025 at $625,847.
The Division would operate similarly to the West Virginia Rural Mobility and Transportation Access Act through its Division of Multimodal Transportation Facilities and operates with a line-item budget of approximately $626,000.

As mentioned above, the Division appears similar to the West Virginia Rural Mobility and Transportation Access Act through its Division of Multimodal Transportation Facilities.
