Effect this measure will have on costs and revenues of state government.
SB686 would exclude persons selling products or commodities produced exclusively on their own farm from the definition of 'distributor' and thus not be required to obtain a Commercial Feed Distributor Permit in WV. The Department of Agriculture anticipates no increase in expense related to this bill and minimal, if any, revenue loss, but cannot estimate at this time as the number of current Distributors who may qualify for this exemption are unknown.

Explanation of above estimates (including long-range effect):
It is estimated that SB686 would not increase costs to the State of WV. There may be minimal revenue loss, but total cannot be reasonably estimated at this time as data needed to estimated number of Distributors qualifying for this exemption is not currently known. However it is anticipated the number qualifying for the exemption would be small as it is not common practice for the same person to both manufacture feed exclusively on their farms and then distribute that feed.
