Memorandum
House Bill 2906, if enacted, would provide health insurance coverage for scalp cooling systems for the preservation of hair during cancer chemotherapy treatments.
After researching the issue and discussions with insurance carriers, the WVOIC concludes that a scalp cooling system may already be included in coverage and considered as durable medical equipment with applicable cost sharing in place.
HB2906 may have an impact on insurance premium rates in the private market. While an increase in health insurance premiums rates may be expected due to increased usage, the WVOIC does not have the data to calculate the extent of any possible increase.
