Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to establish an early detection cancer screening pilot program for active and retired firefighters. The Department of Health in conjunction with the State Fire Marshal will explore vendors that offer a comprehensive firefighter early detection screening program. One option under consideration is a multi-cancer early detection (MCED) screening tool, such as Galleri, which screens for over 50 different cancers in a single test at an estimated cost of $950 per person. Additional early detection screening options include comprehensive diagnostic ultrasound screenings of vital organs, averaging $200 to $500 per person, lung CT scans if indicated, costing between $100 and $400 per person, and skin cancer screenings, which are estimated at $200 per person. As the bill states the cost cannot exceed $1,300 per individual. As of March 13, 2025, the West Virginia Fire Marshal estimated that there were approximately 1,000 active career firefighters in the state. This figure does not include retired firefighters, which would need to be factored in to calculate the total projected costs. Since the cost per individual cannot exceed $1,300, the total cost for early detection screenings for active firefighters is estimated at $1,300,000. As the code section falls under the Fire Marshall, the Department anticipates these costs would be incurred by the Fire Marshall rather than the Department.

Explanation of above estimates (including long-range effect):


A multi-cancer early detection (MCED) screening tool, such as Galleri is an estimated $950 per person. Galleri screens for over 50 different cancers in one test. Early detection comprehensive diagnostic screening ultrasounds of vital organs averages $200-$500. A lung CT, if indicated, ranges $100-$400, and a skin cancer screening around $200. Total estimated costs for early detection screenings for firefighters range $1,250-$1,850 per person. As of March 13, 2025, the West Virginia Fire Marshal estimated that there were approximately 1,000 active career firefighters in the state. This figure does not include retired firefighters, which would need to be factored in to calculate the total projected costs. Since the cost per individual cannot exceed $1,300, the total cost for early detection screenings for active firefighters is estimated at $1,300,000 (1,000 x $1,300).
