Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
Of responding counties, the average decrease in county commission budgets would be approximately $116,588.86, this includes counties that had significant property sales.
Counties currently include election related costs in their budgets so this proposed legislation would provide for the transfer of additional monies for costs to County Clerks that are already paid for by County Commissions.
Estimations for the amount of the transfer for the preceding years would be a guess as there is no way to predict the real estate market and the amount of excise tax on privilege of transferring real property.

Memorandum
County budgets are already strained. Increasing the percentage of real property excise tax that would transfer to other offices, places an additional burden on county commissions to fund other items that are funded from these monies.
