Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to increase the Medicaid personal needs allowance starting July 1, 2026. The Department estimates the fiscal impact related to this legislation to be $10,498,800, of which $2,711,315 is state funding (25.825% state/74.125% federal).

Explanation of above estimates (including long-range effect):


Projected increased cost based on the highest nursing home membership enrollment in Calendar Year 2024 = 8,749. The additional cost per member is $100.00 per month. If each member gets to retain an additional $100 per month for personal needs, this change in available funding to support the care of the resident would be included in billing to Medicaid. Total estimated cost is 8,749 residents x $100 x 12 mo = 10,498,800).
