Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The fiscal impact would be minimal. The WVDCR has Policy and Procedures in place to notify Victims of releases or escapes. It's called VINE (victim information notification everyday) This bill would require the agency to place an ad in the newspapers in the areas of institutions which would be a minimal cost. Anyone can register with VINE. Currently this program is paid with a VOCA grant (Victim of Crime Act)
