Effect this measure will have on costs and revenues of state government.
This bill requires a 30 day notice by the DOH to the PSC for certain paving projects, and requires the PSC to provide DOH a 15 day notice if a utility project will disturb or damage roads.
Currently, the DOH and PSC do generally coordinate on all such projects with a much greater lead time. Though the necessary lead time is variable depending on several factors including size and scope of project, 30 or 15 days is insufficient to avoid contractually catastrophic damages.

Due to significant variability in the projects to which this bill would be applicable, reliable fiscal estimates cannot be provided. The DOH notes that due to the long lead time of bidding projects, a cancellation or delay within 15 or 30 days of a planned start date is likely to have contractually catastrophic fiscal impact.
